THE SHORT ANSWER
Copilot builds answers from the Bing index, which makes Bing ranking the practical prerequisite for Copilot citation. Three things move the needle faster on Bing than on Google: submitting URLs through IndexNow rather than waiting for discovery, verifying and fixing the site in Bing Webmaster Tools, and matching query wording more literally, since Bing rewards exact-phrase relevance and on-page headings somewhat more than Google does.
Most European marketing teams stopped looking at Bing around 2015 and never went back. That was defensible when Bing was a rounding error in the traffic report. It stopped being defensible when Microsoft wired the same index into Copilot, into Windows search, and into the assistant surfaces inside Office, because a source that Bing cannot see is a source Copilot cannot cite.
The good news is that Bing is a less contested index. Rankings that would take a year of link building on Google frequently appear within weeks on Bing for the same content, particularly on long-tail commercial phrases. The work is unglamorous and mostly consists of things you already know how to do, applied to a property you have been ignoring.

Set up the plumbing before writing anything new
Verify the domain in Bing Webmaster Tools. Verification can be done by DNS record, meta tag or file upload, and if you already have Search Console you can import the property directly, which takes about two minutes and pulls in your sitemaps automatically.
Import from Search Console. The fastest path to a verified property with sitemaps already registered.
Submit the sitemap explicitly. Do not assume the import did it; check the sitemap report shows a recent successful read.
Enable IndexNow. Generate the key, host the key file at the domain root, and wire your CMS or build pipeline to ping the endpoint on publish and on update.
Check the crawl information report. It surfaces blocked URLs, redirect chains and server errors that Search Console reports differently or not at all.
Confirm Bingbot is not blocked. Firewall rules and bot-mitigation services block Bingbot far more often than they block Googlebot, and nobody notices because nobody watches Bing traffic.
That last point deserves emphasis. In audits of sites that cannot understand why Copilot never mentions them, an over-eager bot filter is the single most common cause, and it is usually a setting somebody enabled years ago to stop scrapers.
What Bing rewards that Google has largely moved past
Bing remains more literal. Where Google has spent a decade moving towards intent modelling and away from term matching, Bing still gives noticeable weight to the exact phrase appearing in the title, the first heading and the opening paragraph. Writing a page titled with the literal question, rather than a clever variant, tends to outperform on Bing while costing nothing on Google.
Bing also leans harder on social and brand signals and less on raw link count, and it is more forgiving of newer domains. For a company with good content and a thin link profile, that combination is an opportunity: the same page that sits on page three of Google can rank top five on Bing within a month, and top five on Bing is what feeds Copilot.
How Copilot actually chooses which pages to quote
Copilot issues one or more search queries derived from the user's prompt, retrieves a set of results, and generates an answer grounded in the retrieved pages, citing several of them. The rewriting step matters: the query Copilot runs is often not the phrasing the user typed, and tends to be a cleaner, more literal search string.
The practical implication is that you should optimise for the plain version of a question rather than the conversational one. A user asks something rambling about whether a heat pump makes sense in a poorly insulated 1970s house; the underlying search is much closer to a straightforward phrase about heat pump suitability and insulation levels. Pages that carry that plain phrasing in a heading get retrieved.
Bing Webmaster Tools does not yet report Copilot citations separately, so attribution stays indirect. Watch referrals from the Copilot hostname in analytics and treat Bing organic position on your priority phrases as the leading indicator.
A realistic effort estimate
For a site already doing competent SEO, the Bing programme is roughly a day of setup and an hour a month afterwards. There is almost no separate content production: the same pages serve both engines, and the small editorial adjustments, literal titles and question-shaped headings, help in Google too.
The exception is markets where Bing share is genuinely negligible and Copilot adoption is low, in which case the honest answer is that this is a low-priority queue item rather than a project. Check your own referral data before committing anyone's quarter to it.
Getting into Copilot's source pool in one working day
Verify the domain in Bing Webmaster Tools, importing from Search Console if available.
Confirm your firewall or bot-mitigation service is not blocking Bingbot, then re-test with a live fetch.
Generate an IndexNow key, host it at the root, and trigger a ping on every publish and update.
Retitle your ten most commercial pages with the literal question a buyer would type.
Add the Copilot hostname to your analytics channel grouping so referrals stop landing in the other bucket.

Is Bing traffic worth the effort on its own?
In most of Western Europe, no. Bing organic volume alone rarely justifies a project. The justification is the downstream surfaces it feeds: Copilot in the browser, in Windows and inside Office, plus several smaller assistants that license Bing results rather than running their own crawl.
What is IndexNow, in one paragraph?
It is an open push protocol. Instead of waiting for a crawler to rediscover a changed page, your site posts the URL to an endpoint and participating engines fetch it promptly. You host a key file at your domain root to prove ownership. Setup is a one-off task and most CMS platforms have a plugin.
Does ranking in Bing guarantee Copilot will cite me?
No. Being in the retrieved set is necessary but not sufficient, because the generation step still chooses among the retrieved pages based on how directly a passage answers the rewritten query and how confidently it can be attributed. Ranking gets you into the room; writing that stands alone as a passage is what gets you quoted once you are there.
Should I write different content for Bing?
No, but do adjust phrasing. Literal question-shaped titles and headings suit Bing's more term-driven matching and cost nothing on Google. Producing a parallel content set for one engine has never paid off and would create duplication problems of its own.
